The provision of scholarships for study assignments to civil servants (PNS) is a step taken by the East Sumba Regency Government to improve the knowledge and quality of education in the development of Human Resources (HR). However, the determination of prospective scholarship recipients still faces obstacles in reaching PNS who really need it. This research proposes the use of the Promethee method as a decision support system in determining the priority of scholarship recipients. In this study, 50 employee data were tested with 5 assessment criteria. The test results show that the Promethee system provides accurate recommendations in determining the priority of scholarship recipient candidates, where the results get 30 accepted data and 20 data that are not accepted. System trials using the User Acceptance Test (UAT) show that of the 4 variables of the assessment aspect, it is known that the level of user satisfaction with system functionality is 81%, the level of user satisfaction with system usability is 80.8%, the level of user satisfaction with system reliability is 79.46%, and the level of user satisfaction with system efficiency is 83.2% which is the highest average percentage of the 4 variables of the assessment aspect. For the overall average value of the 4 variables of the assessment aspect, an average value of 81.11% was obtained so that the decision support system for determining prospective recipients of study assignment scholarships in East Sumba Regency that was built had fulfilled what was expected. Therefore, the Promethee system can help the Regional Personnel Agency in determining prospective recipients of study assignment scholarships. This method acts as a recommendation tool to rank potential scholarship recipients based on priority. System accuracy testing meets the desired expectations. The use of the Promethee method as a decision support system can increase efficiency and accuracy in determining prospective PNS scholarship recipients.
