This study aims to determine the implementation of good governance in community empowerment in Nano Village, Boking District, South Central Timor Regency (TTS). Starting from the empirical legal paradigm, this research data was collected using interview and field observation techniques, and then analyzed qualitatively. The results of this study indicate that the application of the principles of good governance has not been implemented efficiently and effectively which is indicated by the absence of the application of transparency, participation and accountability to the administration of government in empowering rural communities. The community is not given comprehensive and open access to all information about the program, program details, allocation of funds used and implementation of empowerment programs. The absence of a proactive attitude from the village government to encourage village community participation in the management of village community empowerment and the absence of rules that explicitly regulate the management of village community empowerment in Nano Village to provide a place of control by independent institutions and village communities both individually and institutions as a medium of checks and balances. The most concrete problem found in the field is the policy regarding the accountability of Village Fund Allocation for Fiscal Year 2020 which is allocated for equitable distribution of village financial capabilities and funding village needs in the context of administering government in the implementation of community empowerment development and community services.
