Abstract: Various efforts were made to reduce smokers, namely the existence of a No Smoking Area (KTR) regulation. The purpose of the study was to determine the Implementation of Non-Smoking Areas (KTR) in First Level Health Facilities. This research is a qualitative descriptive, with 11 research informants, in-depth interviews, observations and Focus Group Discussions (FGD) to obtain accurate data, as well as the validity of the data by triangulation of sources and methods. The results showed that the communication pattern for the socialization of the regional regulation on KTR was obtained from the Legal and Human Rights (HAM) Section with the Health Office. Then, the Community Health Center (CHC) socialized it to the staff and visitors of the CHC. The resources they have are human resources, starting from the leadership of the CHC to all staff with the Health Promotion and Environmental Health programs as implementing KTR supervision. The budget allocation for funds is not yet available at the CHC. Facilities and infrastructure that support KTR such as banners and posters have been installed but have not been effective. Bureaucratic implementation of KTR related to bureaucratic structure, division of authority and SOPs has not been implemented effectively.
