Abstract: This paper describes the problem of how to fulfill the normative rights of workers during the Covid-19 pandemi, what are the obstacles and how to overcome these obstacles. The purpose of this study is to look at the fulfillment of the normative rights of workers during the Covid-19 pandemi, the obstacles and efforts to overcome these obstacles. The research method used is an empirical research method with a statutory approach and a concept approach. The final result obtained is that not all companies are able to carry out what is determined by the law regarding the fulfillment of workers' rights due to the company's financial capacity that is not possible due to the Covid-19 pandemi and the obstacles encountered are due to disputes between employers. and workers as well as budget constraints so that it is not possible for the government to carry out maximum supervision of entrepreneurs. However, whatever the problems faced by employers and workers, it is recommended that they can take the path of deliberation to reach consensus so that a common opinion is found to resolve the problems that occur between employers and workers.
