Characteristics of Citizenship in E.KTP Ownership in Alor Tengah Utara District, Alor Regency. This study aims to reveal the reasons for the factors causing 857 residents aged 17 years and over or already married not to have an E.KTP, which should be every citizen who is 17 years old and over or is married is required to have an E.KTP as evidence. identity as a citizen of the North Central Alor District and as a citizen of the Republic of Indonesia. The method used in this research is a qualitative method (case study). The qualitative methods used in this study were Observation, Interview, Questionnaire, and Documentation with the intention of collecting data in the field by involving the subdistrict head,Village Head and Community who do not yet have an E-KTP in Alor Tengah Utara District. The validity of the data is tested with Credibility, Transformability and Dependability which includes an extension of the Observation period, continuous observation, triangulation of data for negative studies, member and peer checks. Miles Huberman's interactive data analysis model was used during data collection The results showed that the 857 residents of Alor Tengah Utara District who did not have an E-KTP did not yet have an E-KTP because many factors were concerned, namely both internal and external factors. The keyword is the complexity of the E-KTP ownership process.
