Speaking is an ability is obtained through imitating attitudes, especially in the process of learning English, where achievement is seen in students' speaking skills. Strategy is a method used by teachers in learning process in achieving educational goals. To achieve a maximum goal, the teacher needs to select, design, and implement the right strategy. This study aims to (1) describe teaching strategies used by English teachers in improving speaking skills of students of SMAN 1 Kupang, (2) Describe how English teachers apply these strategies in teaching speaking to students of SMAN 1 Kupang, (3) Describe learning process experienced by students in an effort to improve speaking skills. This research is a descriptive study using qualitative methods. Which will produce a scientific paper describing the students' speaking ability as a result of learning English. Data collection techniques in this study were conducting through interviews and document studies using data analysis in several stages starting from data reduction, data presentation, drawing conclusions, and verification. The results obtained from this study are the first, most English teachers use cooperative strategies in improving students' speaking skills. Besides interactive strategies, inquiry and discovery are also often applied by teachers in learning English to improve students' speaking skills. Second, the implementation of strategies used by the English teacher shows the effectiveness of strategies in achieving student achievement, including from competitions such as speeches, storytelling, and English debates at the provincial level which were followed and won by students at SMA Negeri 1 Kupang. And the third is the implementation of strategies used by the teacher using cooperative strategies, learning process is more effective because the teacher gives more time to students to talk.
