Work safety is a crucial aspect of construction projects, especially in large-scale endeavors such as the Manikin Dam Construction Project in Kupang Regency. The implementation of the Construction Safety Management System (SMKK) is often constrained by issues of time and cost. This research aims to implement a MATLAB-based Genetic Algorithm (GA) to optimize the time and cost of SMKK implementation in the Manikin Dam Construction project. The Genetic Algorithm was chosen as the primary optimization method to seek efficient solutions, with the Particle Swarm Optimization (PSO) method used as a comparison. This study analyzed five main elements of SMKK as the research objects: leadership and worker participation in construction safety (A), construction safety planning (B), construction safety support (C), construction safety operation (D), and construction safety performance evaluation (E). In this study, the independent variable is the application of the Genetic Algorithm model, while the dependent variables are the time and cost of SMKK implementation.The results of the time optimization analysis indicate that the GA model did not yield a significant impact. The project duration remained at 2170 days, both before and after optimization, thus showing no statistically proven difference. Consequently, the null hypothesis regarding time is accepted, and the alternative hypothesis for time optimization is not proven. Conversely, in the cost aspect, the GA model demonstrated substantial efficiency. Based on the Wilcoxon Signed Ranks test, the GA Optimization Cost was significantly smaller than the Initial Cost (Z = -4.623$, p < 0.001). Meanwhile, the optimization results using PSO as a comparison showed that the PSO Optimization Cost was significantly greater than the Initial Cost (Z = -9.855$, p < 0.001). Overall, the total cost of SMKK implementation using GA was successfully reduced from IDR 4,348,487,000.00 to IDR 3,151,500,000.00, representing an optimization percentage of 27.53%. Comparing this cost optimization percentage with the trends from previous Genetic Algorithm studies reveals that the 27.53% achievement falls within one standard deviation of the average optimization (average 23.81%, standard deviation 32.50%). This indicates that the cost optimization results in this study are consistent with the potential demonstrated by the Genetic Algorithm in the literature. This research concludes that the GA model is highly effective in optimizing the cost of SMKK implementatio
n in this case study, although it did not impact time optimization. This finding provides valuable empirical evidence for cost efficiency in the implementation of SMKK on large-scale construction projects.
