Dampak Pemahaman Masyarakat Dan Perencanaan Terhadap Implementasi Kebijakan Ruang Terbuka Hijau Di Kota Kupang

This study is aimed to analyze the impact of public comprehension and planning toward the implementation of green open space policy by Kupang municipal government and identify the alternative preference of the implementation in Kupang municipality. This was a mixed model descriptive research and was held in May until June 2019. Quantitative method was used in analyzing the independent variables public comprehension and planning, dependent variable the implementation, and the impact, while qualitative in comprehending the planning and the implementation. Sample 100 respondents was drawn using Slovin method and stratified random sampling technique, while subjects 6 subdistrict official heads and planning section official head of Regional Development Planning Agency (Bappeda) of Kupang municipality as informants using purposive sampling. Quantitative data was collected through questionnaire and analyzed using category, univariate, and multiple regression multivariate analysis at 10% significant test level (α=0.10) with SPSS v.18 tool, while interview qualitative data by data reduction, data display, and conclusion and verification drawing ways. Either partially public comprehension (sig.=0.021) and planning (sig.=0.000) or simultaneously (sig.=0.000) has significant effect. Planning (RC=0.607) has more effect than public comprehension (RC=0.159). A considerable part (98.00%) of the public has fair to very good comprehension level. More than a portion of the planning (66.00%) and the implementation (58.00%) was at the very good category. The alternative preferences proposed were strive for public comprehension and participation increasing, stimulus awarding as incentive to the participative people, and the green open space existence optimal distribution in every region of Kupang municipality proportionally
